Their purposes are slightly different. NP's are set up to preserve natural beauty, which may include wildlife. WS's are set up to preserve eco-systems, which may or may not be beautiful, but in which lots of wildlife lives.

In California, at least, we have vast tracts of wetlands that are not particularly pretty, but home to millions of waterfowl. They are national wildlife refuges. We also have national parks, like Yosemite, which would be spectacular even without the deer and the chipmunks.

You might poke around in the Yahoo! categories for India -> Recreation to see if the sanctuaries you have in mind have web sites. People DO go to wildlife sanctuaries to view the birds and animals; national parks tend to get more tourist traffic, however.

In the US, from a brief glance in Google, it appears that the government-owned land is usually called a wildlife "refuge" while the private ones are called a wildlife "sanctuary". Other nations may or may not follw that convention.
